David Fine

Advisor to the President

David C. Fine brings to Global USA® over 30 years’ experience in telecommunications, international policy and trade issues, municipal affairs, and environmental law. Mr. Fine serves on numerous Boards and is a member of the State Department's Advisory Committee on International Communications and Information Policy.

Mr. Fine spent 15 years with SBC Communications (now AT&T) from 1987 until 2002, serving for most of that time as President for International Government Relations, representing SBC's international development activities in Washington, D.C. and overseas.  In that capacity, Mr. Fine was the senior executive at SBC responsible for dealing with the US and foreign governments on matters relating to international policy, trade issues, regulatory affairs and international business development activities.  He was SBC's representative with international government and private sector organizations and the Washington diplomatic community, frequently serving as a US delegate to international telecommunications meetings, where he represented SBC and the US Government in negotiating international telecommunications policy. Prior to his international assignment, he was responsible for Congressional Relations for SBC, working on issues involving tax, labor, and telecommunications legislation.

Before joining SBC, Mr. Fine spent 13 years with the Southern California Association of Governments (SCAG), the largest metropolitan Council of Governments in the United States.  Composed of all the cities and counties in Southern California, SCAG is responsible for regional environmental, transportation, and land use planning initiatives mandated by federal and state law.  During his years with the agency, Mr. Fine directed its legislative programs in Sacramento, California and Washington, D.C., and served as Legal Counsel and Chief Operating Officer.

Mr. Fine began his career as an attorney with the US General Accountability Office (GAO), the Congressional agency that oversees the expenditure of all funds appropriated by the Congress for the Executive Branch.  While at the GAO, Mr. Fine worked closely with a number of Congressional Committees on a variety of major investigations.

Mr. Fine received his law degree from Georgetown University, and a Master of Laws degree in Urban Studies from Washington University, St. Louis, Missouri.  He graduated from the Pennsylvania State University with a Bachelor’s degree in political science.
